Pay Pal account limited AGAIN

Last month my account got limited. God knows why.

Today, when I wanted to withdraw money, it got limited again.

Theonly difference is, the response was really slow. I could log in fine, my Resolution center had no problem, then I use the Contact Us form to send them a query, and finally I saw my problem.

I've change the things as instructed, and now they want my utility bill, which I sent to them last month.

Is this suspicious? I didn't log on via Email links, I didn't use any external link. I typed paypal.com, and log in from there, and use the contact us form there. HELP!!!
